Terms of Use

These terms are an agreement between you and PublicGIS, the operator of www.publicgis.com ("PublicGIS", "we", "us"). They apply to everyone who visits or uses the site, signed in or not. By using the site, you agree to them. If you do not agree, do not use the site.
You also agree to them when you create an account, including when you continue with Google, Microsoft or Yahoo, when you buy a plan, and when you request access to owner contact information. You agree again each time the version changes, before your next reveal.
Property records
PublicGIS shows public property records from counties and other government sources. We provide them "as is". We do not guarantee that any record is accurate, complete or current. A parcel map is not a survey. Flood and other map layers are estimates, not official determinations. Check anything important with the county or the agency named as the source.
Ask AI answers are written by third-party AI models from the public records for a parcel. They can be wrong. Check the source records before you rely on an answer.
Accounts
You must be at least 18 to create an account. You can sign in with Google, Microsoft or Yahoo, or with a one-time code we email you. When you use Google, Microsoft or Yahoo, that company checks who you are. We never see your password there. PublicGIS accounts have no password of their own.
Each sign-in method makes its own account. We do not link or merge them. A plan, saved parcels and owner contact access belong to the account that has them.
Give accurate information and keep it current. Keep your email and your sign-in accounts secure, and never share a sign-in code. One person per account. You are responsible for everything done with your account. Tell us at once if you think someone else has used it.
You can delete your account at any time on the account page. This cancels any paid plan at once, and the rest of the paid month is not refunded. The Privacy Policy explains what we erase and what we must keep.
Plans and billing
PublicGIS can be used without an account within small daily limits, and has a free plan and paid monthly plans. The pricing page shows each plan's price and limits, such as parcels opened, Ask AI questions and owner searches a day, exported rows, saved parcels, watched parcels and owner contact reveals a month.
- Paid plans are monthly subscriptions. You pay at the start of each month, and the plan renews automatically every month until you cancel.
- Stripe processes all payments. You give your card or other payment details to Stripe, and they never reach PublicGIS. Stripe's own terms and privacy policy also apply to your payment.
- You can cancel at any time in the billing portal, which you open from the account page. Your plan stays until the end of the month you paid for, and then it does not renew.
- We do not give refunds or credits for partial months, unused limits or unused reveals. This includes when you cancel, delete your account, or lose access for breaking these terms.
- Upgrades and downgrades take effect at once. Stripe works out the difference for the rest of the month and shows it on a prorated invoice. This is the only adjustment for part of a month.
- Monthly limits, including reveals, do not roll over to the next month.
- We may change plan limits. We will tell you on the pricing page or by email before the change takes effect.
- We will email you at least 30 days before a price change. The new price applies from your first renewal after that. You can cancel before then.
- If a payment fails, your paid features stop after a short grace period, and your account moves to the free plan until the payment goes through.
- Prices are in US dollars. Taxes may be added where the law requires.
Saved parcels and alerts
When you are signed in, the parcels you save are stored with your account, so you can see them on any device, up to your plan's limit. Email alerts are coming soon and none are sent yet. Once they start, you can watch some saved parcels, up to your plan's limit, and we send you one email a day that lists changes to them, such as a new owner, a sale or a new value. These emails are about your account, not advertising. You can turn them off on the account page.
Alerts come from county records and can be late, wrong or missing. Do not rely on them for deadlines or legal notices.
Owner contact information
Approved users can reveal phone numbers and email addresses for some property owners. This information comes from third-party contact data providers under license. PublicGIS does not verify it. It may be wrong, outdated or belong to someone else. A reveal does not mean the owner agreed to hear from you.
Reveals come with the Business plan, up to the number a month shown on the pricing page. The plan price pays for the plan as a whole. It is not a fee for each record, and a reveal that finds nothing is not refunded or credited. Reveals are available only for parcels in the states we support, currently Minnesota. We refuse reveals for owners whose mailing address is in some other states.
Permitted use
You may use owner contact information only to contact the owner of that specific property about buying, selling or listing it, or about managing it for the owner. You may also use it for another real estate purpose that involves contacting that owner about that property. Screening anyone is never a permitted purpose. The information is for your own internal business use only.
Not for credit, housing, jobs or other eligibility decisions
PublicGIS is not a consumer reporting agency. Nothing on PublicGIS is a consumer report under the Fair Credit Reporting Act (FCRA).
By agreeing to these terms, you certify that you will not use any information from PublicGIS, alone or combined with other information, as a factor in deciding whether anyone gets or keeps credit or a loan, insurance, a job, a rental or other housing, a government license or benefit, or anything else that depends on their eligibility. This includes screening tenants, buyers, applicants and employees. You also certify that you will not combine information from PublicGIS with other data to make a consumer report.
We do not approve reveal access for tenant screening, background checks, employment screening, lending or insurance underwriting. If we learn that you used PublicGIS for any of these, we will end your access.
What you may not do
- Use any information from PublicGIS for a purpose covered by the FCRA, as described above.
- Harass, stalk or threaten anyone, find where a specific person lives, or locate anyone who does not want to be found.
- Contact anyone after they have asked you to stop.
- Resell, share, publish or sublicense contact information, or compile it into lists, directories, databases or bulk imports into a CRM or other system.
- Use bots, scrapers or any other automated tools to access the site, signed in or not. Automated access is allowed only through the PublicGIS API and MCP server at api.publicgis.com, under their own terms.
- Copy the site's data in bulk or rebuild it somewhere else.
- Get around plan limits, purpose choices, blocks or security measures, for example by using more than one account.
- Share your account or let anyone else use it.
- Send a removal request or report you know is false, or ask us to hide a home you have no right to ask about.
- Break any law, or use the site for anyone who is not allowed to use it.
Calls, texts and email
You alone are responsible for following every law that applies to how you contact people. This includes the Telephone Consumer Protection Act (TCPA), federal and state Do Not Call rules, Minnesota's telephone solicitation laws, other states' telemarketing laws, and the CAN-SPAM Act. In particular:
- These rules apply to texts as well as calls, and to calls and texts you send by hand.
- Do not use an autodialer, a prerecorded voice or an artificial or AI-generated voice to call or text anyone for marketing without their prior express written consent. A reveal on PublicGIS is not consent.
- Check every number against the National Do Not Call Registry, and any state list that applies, before you call or text. The DO NOT CALL flag on a result comes from a provider and may be out of date. Do your own check.
- A number marked DO NOT CALL must not be called or texted for marketing without prior express written consent.
- Call or text only between 9 a.m. and 8 p.m. in the owner's local time. Some states set shorter hours, fewer allowed attempts, or registration rules. Follow the stricter rule.
- Say who you are and which business you represent at the start of every call or message.
- When someone asks you to stop calling, texting or emailing, in any way, stop immediately.
- Marketing emails must identify you, have an honest subject line, include your postal address and include a working way to opt out.
Who may use owner contact information
Access is granted by PublicGIS. You must complete the access request and accept these terms, even on a plan that includes reveals. We may review any request or account at any time. You must be at least 18 and located in the United States. You must not be located in, or acting for any person or entity in, China (including Hong Kong and Macau), Cuba, Iran, North Korea, Russia or Venezuela, or any other country or region under comprehensive U.S. sanctions. You must not be on a U.S. government restricted-party list, such as the OFAC Specially Designated Nationals list. You pick a purpose before each reveal, and there are daily and monthly limits.
Logging, monitoring and suspension
Every reveal is logged with your account, the parcel, the purpose you chose and the time. We review reveal patterns for signs of misuse. We may pause, suspend or end your access at any time, with or without notice, including when we receive a complaint or suspect a violation of these terms. When an owner reports harassment, we pause access for users who revealed that parcel until we review it. When your access ends, stop using and delete any owner contact information you got from PublicGIS.
Owners and protected people
Owners can opt out of contact lookups, claim their parcel, or report wrong or unwanted information from any parcel page. Judges, prosecutors, law enforcement officers, elected officials, address confidentiality program participants and others protected by law can ask us to hide their home with a protected person request. Your responsibility
You agree to defend and indemnify PublicGIS and its operators against any claim, loss, cost or fine, including reasonable attorney fees, that comes from your use of information from the site, your breach of these terms, or your violation of any law or anyone's rights. This includes claims about calls, texts, emails, harassment, privacy or the FCRA.
No warranty
The site and all information on it are provided "as is" and "as available", without warranties of any kind, express or implied. This includes warranties of accuracy, fitness for a particular purpose and non-infringement. We may change or stop any part of the site at any time.
Limit of liability
To the fullest extent the law allows:
- PublicGIS is not liable for any indirect, incidental, special, consequential or punitive damages, or for lost profits, lost business or lost data.
- PublicGIS's total liability to you for all claims about the site or these terms is $100.
- These limits apply to every kind of claim, including claims based on PublicGIS's own negligence.
These limits do not apply to intentional misconduct, willful or wanton acts, or any liability that the law does not allow us to limit.
Governing law and disputes
Minnesota law governs these terms and any dispute about the site, without regard to conflict of law rules. Any lawsuit must be brought in the state or federal courts located in Minnesota, and you and PublicGIS agree to those courts' jurisdiction. Either of us may instead bring a claim in conciliation (small claims) court if it qualifies. Before suing, send the other side a written description of the problem and allow 30 days to resolve it, unless you need urgent relief to stop harm.
Changes
When these terms change, we post the new version here with a new version number and date. For important changes, we also email account holders. You must accept the new version before your next reveal. If you keep using the site after a change, the new version applies to that use. Price changes follow the notice rule under Plans and billing.
General
- These terms, the Privacy Policy and, if you use the API or MCP server, the API and MCP Terms are the whole agreement between you and PublicGIS about the site.
- If any part of these terms cannot be enforced, it is limited only as much as needed, and the rest stays in effect.
- Not enforcing a term is not a waiver.
- You may not transfer your account or these terms. PublicGIS may transfer them to anyone who takes over the site.
- These terms do not create a partnership, agency or employment relationship. You contact owners in your own name, not for PublicGIS.
- The sections on the FCRA, what you may not do, calls, texts and email, your responsibility, no warranty, limit of liability, and governing law continue after your access ends, for anything you did or received while you had it.
Accessibility
We want the site to be usable by everyone. If something does not work for you, email us. We will help, or give you the information another way.
